Cyber and Emerging Technology

Security that protects the mission, enables success, and earns trust.

Senior Cyber Policy Advisor · Major Incident Response Commander · Hands-On Technical Practitioner

I turn hands-on-keyboard engineering, testing, and risk analysis into federal directives, security programs, and practical decisions at the frontier of emerging technology.

Selected policy · Lead author

From principle to implementation.

Federal logging & visibility

The problem
Make federal telemetry useful for evolving threats.
My role
Lead author of OMB M-26-14; built and led the interagency working group.
What changed
Established a risk-based approach to federal logging and network visibility that replaced M-21-31 and set the stage for AI-enabled cyber defense, supporting AI-assisted analysis, scalable detection, and automated defense.

Post-quantum migration

The problem
Move from quantum readiness to agency implementation.
My role
Lead author of OMB M-26-15; led interagency policy work.
What changed
Moved federal post-quantum migration from strategy into civilian agency guidance for execution through OMB M-26-15.

Policy Strategy & Technical Translation

From Technical Evidence to Actionable Policy.

I connect hands-on security experience with federal policy development, helping decision-makers understand technical capabilities, limitations, implementation needs, and risk.

Policy Development & Implementation

Led federal logging and post-quantum policy development as lead author of OMB M-26-14 and M-26-15. I bring agencies and technical experts together to translate strategy into guidance, responsibilities, and practical implementation priorities.

See the Two Directives

Technical Findings Into Clear Choices

I translate cybersecurity and emerging-technology issues into briefings and recommendations that make evidence, uncertainty, and tradeoffs clear. My practitioner background helps me explain both what a technical finding supports and what remains unresolved.

Technical Advisory Work

How I Connect Policy, Research & Delivery

Translate in Both Directions

My approach is to turn a policy objective into specific questions, identify the evidence needed to answer them, and work with technical teams to assess feasibility and limits. In the other direction, I explain technical findings in terms of the decisions policymakers need to make.

This is the perspective I bring to emerging questions in AI assurance, evaluation, and oversight: clear claims, evidence that can be examined, and explicit uncertainty.

Make Guidance Usable

Worked directly with NIST on IoT, logging, and risk publication updates, contributing technical and emerging-technology input to make guidance clearer and easier for agencies to implement. Advised federal AI governance and acquisition policy, connecting risk management and responsible innovation with agency mission needs.

AI Governance Contributions

Connect Policy With Resources

At OMB, I work with budget staff and resource management officers to bring budget, resource, and cost-saving considerations into cybersecurity policy development and advisement. Effective policy needs a credible path from the stated objective to the people, systems, and resources needed to carry it out.

Resource Decisions in Practice

Applied Security

Practice Behind the Policy.

The policy work rests on years of testing systems, building risk processes, and helping people act on technical findings.

Memorial Sloan Kettering · Hands-On Testing

Turning Findings Into Vendor Action

I helped secure vendor remediation by translating web-application testing findings into business risk and supporting discussions tied to contract renewal. That work grew from a technical foundation of 275+ penetration tests across enterprise systems, cloud, web, mobile, medical devices, APIs, and integrations.

Used Python and SQL for security-data analysis in penetration-testing and security-architecture work at Memorial Sloan Kettering and CipherTechs.

  1. Test The System
  2. Explain The Business Risk
  3. Support Vendor Remediation

Production Detection & Threat Intelligence

Authored detection rules used in production and built automated threat-intelligence collection and enrichment pipelines at CipherTechs and Memorial Sloan Kettering.

Systems Administration

Administered Linux servers, user and SSH access, AWS IAM, and EC2 at CipherTechs, Memorial Sloan Kettering, and MJHS.

Risk Advice During Design

Delivered cybersecurity and privacy risk advice, including Health Insurance Portability and Accountability Act (HIPAA) requirements, to clinical, research, and executive stakeholders through 550+ independent assessments at Memorial Sloan Kettering. Managed approximately 50–100 concurrent assessments across enterprise and medical-device projects, advising teams during design and developing mitigation plans with the people responsible for delivery.

At Memorial Sloan Kettering, I implemented data minimization, anonymization and pseudonymization, retention and deletion, and data-lineage controls. I also evaluated privacy APIs.

Building The Systems Behind Risk Decisions

Enhanced RSA Archer capabilities and improved assessment methods and automation at Memorial Sloan Kettering. At New York City Cyber Command, contributed to ServiceNow governance, risk, and compliance (GRC) development and automation supporting agency audits and risk-management processes. Supported continued system authorization under the organization-specific frameworks at both institutions.

New York City Cyber Command · Program Building

A Repeatable Citywide Risk Process

Gave city leaders risk-informed dashboards and metrics by founding and leading the citywide cyber risk mitigation and acceptance program. Built its intake, risk profiling, mitigation and acceptance workflows, accountability tracking, and definitions of risk appetite and tolerance to support mitigation decisions. Applied the National Institute of Standards and Technology (NIST) Risk Management Framework alongside other frameworks and supervised the program team.

Created and led NYC Cyber Command’s first risk assessment and audit of Internet of Things, operational technology, and industrial control systems (IoT/OT/ICS), including the methodology, risk-rating model, focus areas, and question bank for continuous auditing.

How I Develop Teams
Background & Approach

A Practitioner’s Approach.

As Senior Cyber Policy Advisor and Major Incident Response Commander, I draw on my work as a Penetration Tester, Auditor, Threat Intelligence Analyst, and AI Security Practitioner across government, healthcare, and financial services.

Where there was no playbook, I led its creation, in principle and practice: meet people and the problem where they are, ask the questions that narrow it, name the unknowns, and build a first version that addresses each stakeholder's mission, risks, and constraints. First-of-kind directives, programs founded from nothing, and decisions with no settled answer, always in service of the mission.

Career Highlights

At a glance
